PEMBROKE — A coin toss determined Josephine Doss as the winner in the election to represent District 12 on the Lumbee Tribal Council.
The coin toss decided the outcome after both Doss, the incumbent, and challenger Kenneth Bowen got 66 votes in the Nov. 18 Tribal election.
Doss and Bowen each had 65 votes in the initial results, and those tallies were confirmed in a recount, before each got one additional vote when provisional ballots were added to the count on Monday afternoon. At that point, Tribal election procedure says the next step is to flip a coin to determine the victor.
District 12 encompasses southern areas of Scotland County. Doss has served on the board in the seat for the last three years.
