OTTAWA — As tensions mount over an impending deal between the federal government and Alberta to endorse the prospect of a major new oil pipeline to the Pacific west coast, Prime Minister Mark Carney signalled major hurdles still lie ahead.

In the Commons Monday, the prime minister said a memorandum of understanding he is negotiating with Alberta, and expected to sign Thursday, will set out “necessary conditions” for any federal greenlight to a new oil pipeline, and not merely list off “sufficient conditions.”

Ottawa’s conditions reportedly include a demand that Alberta commits to toughen its industrial carbon price and ensure an ambitious carbon capture and storage project actually slashes the fossil fuel sector’s greenhouse gas emissions, in exchange for federal agreement to exempt Albe
