Anson foster mother accused of locking special needs daughter in cage facing Aggravated Kidnapping, more charges

ABILENE, Texas (KTAB/KRBC) - An Anson foster mother accused of locking her daughter with special needs in a cage is now charged with Aggravated Kidnapping, Injury to a Child, and more.
