Rachel Reeves has pledged to make "fair and necessary choices" in the Budget, despite widespread expectations that she will unveil a raft of tax increases.

The Chancellor has insisted she will use her second Budget on Wednesday to bring forward measures aimed at addressing the cost-of-living crisis, as the Government seeks to keep backbench Labour MPs onside.

However, Ms Reeves has also committed to reducing the burden of Government debt , and is anticipated to take action to boost the margin above her borrowing targets, as she strives to preserve fiscal credibility.
