A Philadelphia woman has been charged with trying to smuggle a cellphone to an inmate at Delaware County prison.

The Delaware County Criminal Investigation Division has charged Pearl Nimley, 26, and inmate Mikeamein Foreman, 36, of Trainer with possession of a contraband communications device. Foreman has also been charged with conspiracy and possession of controlled substances.

According to the affidavits of probable cause filed by Detective Michele Deery, who has been working with prison authorities at the George W. Hill Correctional Facility to curtail illegal narcotics and smuggling:
