The partnership between the U.S. military and Scouting America, the group formerly known as the Boy Scouts, may be coming to an end.

In a draft memo to Congress, U.S. Defense Secretary Pete Hegseth said the group is no longer a meritocracy and has become an organization designed to “attack boy-friendly spaces,” according to NPR .

Hegseth also criticizes the group for being “genderless” and promoting diversity, equity and inclusion in the memo sent to NPR.

Historically, the military and the scouts have had a symbiotic relationship, with the military providing logistical and medical support for the scouts’ “National Jamboree,” an event gathering scouts from across the country held every four years, according to NPR.

Scouting America released a statement on Tuesday regarding the memo.
