The Mesa City Council approved the creation of a theme park district that could pave the way for a sports stadium at the vacant 80-acre site of the former Fiesta Mall.
The property, or portions of it, also were set to be sold to a new owner, according to a development agreement.
A statement from the new owner promised a "marquee project" on the property, although no further details were provided. The Mesa city attorney made frequent references to a stadium in his presentation to the City Council.
