Milorad Ulemek promised to "personally manage" the assassination of a target a month before Jill Dando was murdered.

The ruthless Serbian killer said he was fighting in Kosovo in late March 1999 when he was summoned by his spymaster Radomir Markovic. Ulemek, 57, later told a court that Makovic asked him to "remove one person who is currently seriously threatening the security of the state".

Markovic and Ulemek are serving 40 years in jail for plotting two assassinations for brutal dictator Slobodan Milosevic, who died in 2006 while on trial for war crimes. In
