INDIANAPOLIS — Referees ruled that Colts slot cornerback Kenny Moore II ‘had an arm grab at the top of the route’ on a controversial pass interference penalty that led to the Texans scoring the go-ahead touchdown in a critical 20-16 Indianapolis loss to Houston on Sunday.

Working in coverage against Texans slot receiver Xavier Hutchinson, Moore made minor contact with Hutchinson’s left arm on an in-breaking route, but Hutchinson’s progress did not appear to be impeded as he tried to run down an errant throw from C.J. Stroud over the middle.
