This fall, dozens of nonprofit leaders across Wisconsin gathered to write their federal grant applications with one major consideration in mind: mentioning any programs tailored for people of color or LGBTQ+ people could put a target on their backs.

Since President Donald Trump returned to office in January, his administration has rolled out a series of directives cracking down on "radical and wasteful" grants and calling for the end of diversity, equity and inclusion initiatives.

His declarations have caused a scramble among nonprofits and advocacy groups, especially for Wisconsin crime victim service providers that are simultaneously facing a 70% drop in a different federal funding source : the Victims of Crime Act fund, or VOCA.
