Prime Minister Mark Carney has named Marc Miller , Canada’s former immigration minister, to cabinet to replace Steven Guilbeault after he quit last week over the government’s energy pact with Alberta .

The culture and official languages file will now pass to Miller, who’d been left out of cabinet after Carney won the election in April. Miller was immigration minister under former Prime Minister Justin Trudeau from 2023 to 2025.

Carney also redistributed other roles Guilbeault held, including naming Public Works Minister Joel Lightbound as his new chief adviser on Quebec issues and adding nature to Environment Minister J
