Consultation comes before projects are deemed in national interest, Carney tells AFN

Speaking to the Assembly of First Nations chiefs in Ottawa on Tuesday, Prime Minister Mark Carney says 'process of consultation only starts once projects are referred as possibilities to the Major Projects Office.'
