PORTLAND, Ore. — Portland Mayor Keith Wilson is nearly one year into his first term, and he made headlines earlier this week when he announced that his office had hit its self-imposed target of opening 1,500 overnight shelter beds by Dec. 1.

The milestone fulfills one of Wilson's longstanding pledges, both on the campaign trail and in office, though he has stressed that it was "never the finish line" for his broader strategy to try to eventually end unsheltered homelessness in Portland. It also comes about a month after the city resumed enforcement of its camping ban.
