For decades, the Fairbanks North Star Borough has maintained leash laws that require owners to restrain their dogs while out and about, as well as other restraint requirements.

A proposed ordinance by Assemblymember Tammie Wilson would add an electronic collar as an option. The ordinance refines a previous version first introduced by former Assemblymember Barbara Haney.

"This came from constituents who live in other parts of the state," Wilson said at a Thursday Assembly work session. She said she had heard concerns from a few residents who had lived in Kenai, Anchorage or Wasilla who had been advised by Animal Control that electronic leashes weren't an option for restraint in the borough.
