Moises Ricardo has dreamed of becoming a U.S. citizens since he came from Cuba 17 years ago.

Ricardo said he fled Cuba, first arriving in Houston, Texas, to get away from an oppressive regime.

“I am grateful for all the good that this country has always provided to people,” Ricardo said through a translator in his Bristol home Monday.

He was set to take his citizenship examination on Nov. 12 but had to postpone that appointment because of emergency open heart surgery. His new test date was set for Jan. 6, 2026.

Ricardo, 59, then got a letter from U.S. Citizenship and Immigration Services last week informing him that his appointment was canceled.
