A judge handed down the maximum sentence Wednesday morning to James Woodlock, who was convicted of being an accomplice to two sexual assaults against a 16-year-old resident under his care at the Youth Development Center in the 1990s.
Judge William Delker agreed with the prosecution's recommendation and sentenced Woodlock to two consecutive 10-20-year sentences, which means he’ll spend a minimum of 20 years in prison.
The victim, David Meehan, gave a victim impact statement before the sentencing took place.
“He was not my counselor,” Meehan said. “He was the man who strangled me when I begged him to stop. He beat when I said no. He held me down so others could rape me and he stood guard outside the door while it happened again and again.”
