OREGON, Ohio — A wave of frustration is sweeping through Oregon’s city government after a surprise vote to appoint a new council member Monday night in a move that some council members and several residents said blindsided them and may have violated state law.

The tension erupted in the final minutes of the Monday council meeting, when four members abruptly moved to install Oregon resident Dave Andrus into the seat left vacant by newly elected Mayor Steve Salander. No prior discussion had been held publicly, and two council members said they had never even heard Andrus’ name before the motion was made.

“To my knowledge, no one knew what was going on,” council member Paul Drake told WTOL 11. “And then all of a sudden on Monday night, they sprung on us they had someone in mind.”
