Dearborn — A Dearborn police officer was suspended without pay after a body-worn camera captured him stepping on a handcuffed suspect's head, although no use-of-force report was generated from the July 10 incident, nor was a warrant request submitted to Wayne County prosecutors to determine whether the officer's actions constituted a crime.

Dearborn police officials said in a statement that an internal investigation found the unnamed officer's use of force didn't violate the law, although criminal justice experts said police departments normally allow prosecutors to make the determination.
