The Driver and Vehicle Standards Agency (DVSA) has issued updated guidance to learner drivers. On the official GOV.UK website, updated on December 9, 2025, it notes that the new rules only apply to car driving tests and do not apply to other types of tests.
There is no exact date yet, but the new rules for booking and managing car driving tests will be introduced from spring 2026. It is worth noting that the changes apply to England, Scotland and Wales only.
The new rules will mean that, as a learner driver, you will only be allowed to book your own driving test. After the changes, it means that your driving instructor will not be able to book it for you.
