DOUGLAS COUNTY, Colo. — A man who pleaded guilty to sexually exploiting a 15-year-old girl avoided prison in Douglas County Court this week. Prosecutors say a “legal loophole” in Colorado law allowed the outcome, one they say they see repeated case after case.

According to court records, Franklin Camp, 33, repeatedly engaged in sexual conduct with the 15-year-old daughter of a family friend.

The girl's father contacted the Douglas County Sheriff's Office after finding graphic text messages between Camp and his daughter. Investigators later learned that Camp took the girl to a hotel for sex multiple times, including at least once after school. Court records also show he later persuaded her to take Plan B emergency contraception.
