TOLEDO, Ohio (WTVG) - A former inmate is seeking a $75,000 settlement from Lucas County after surveillance video shows a corrections sergeant slamming his handcuffed head into a door frame in August.

The incident occurred August 3 and was captured on jail surveillance video obtained by 13 Action News. The video shows Manuel Mathis was handcuffed when Sgt. Todd Anderson forced his head into the door frame.

An internal affairs investigation determined Anderson violated the jail’s use of force policy. Anderson has been disciplined and removed from booking duties.
