For nearly a decade, a serial killer secretly lived in Windsor.

The Toronto Police Service and Ontario Provincial Police announced Thursday they solved three horrific and seemingly unrelated cold cases going back several decades.

The perpetrator was Kenneth Smith — he sexually assaulted, shot, beat, and drowned his victims — who spent his golden years in Windsor. He died in 2019.

His three known killings occurred between 1982 and 1997 in the Toronto area.

But given his history of sex offences, the long periods between murders, and the apparent crimes of opportunity, police believe there are more unknown victims.
