WATERTOWN, N.Y. (WWTI) - A homeless woman in the City of Watertown is facing indecent exposure charges for the second time in a number of days.

According to the Watertown Police Department, they arrested 34-year-old Chelsea Allen on Wednesday.

Court documents stated that Allen "did knowingly and intentionally pull her dress up, exposing her vagina in a public place."

She was charged with indecent exposure of a person and appearing in public under the influence of drugs.

Authorities also stated that Allen admitted to using methamphetamine. This allegedly caused her to sweat, make erratic motions and speak nonsense.

She was ticketed and is slated to appear in Watertown City Court on Monday, August 25.
