SHREVEPORT, La. (KTAL/KMSS) – The Shreveport Police Department (SPD) arrested a man for lewd public acts.

According to the department, 63-year-old James Tinsley was arrested for one count of obscenity following an incident at the Stoner Boat Launch.

On August 5, 2025, undercover officers with the SPD saw Tinsley conducting inappropriate and sexually suggestive behavior in a public area of the park.

Under Louisiana law, obscenity includes any intentional exposure of the genitals or participation in sexual conduct in public that is deemed offensive or sexually explicit.

Officers made contact with Tinsley and placed him under arrest without incident.
