How did the city come to decide placing boulders on the Fourth Street sidewalk adjacent to the downtown bus station was a good idea? Mayor Monroe Nichols explained the decision this way: “When we were working to address some of the public safety-related challenges, after we had figured out that BeHeard was going to be a partner with us in that, the boulders were a staff recommendation that I felt really good about,” Nichols said.
