NATCHITOCHES, La. --A convicted sex offender who's made frequent visits to the parish library has been arrested for violating a state law that prohibits him from doing so.
Natchitoches police arrested Richard Black, 68, on 20 counts of unlawful presence of a sex offender.
Natchitoches Parish Library staff called police Monday morning when Black -- a convicted Tier 3 sex offender -- came in and began using a computer in the lab. He was asked to leave because of his sex offender status.
Investigators determined Black had been in the library 20 times over a two-year period.
He was arrested without incident then taken to a hospital in Shreveport after suffering from a medical condition.
A Louisiana law makes it illegal for sex offenders to be in a public library or loiter within 1,000 fee
