NATCHITOCHES, La. (KALB) - A Natchitoches man has been arrested on twenty counts of unlawful presence of a sex offender, according to the Natchitoches Police Department.

NPD said Natchitoches Parish Library staff alerted police on August 4 that Richard Black, 68, a Tier 3 sex offender, entered the library and began using a computer.

Black was asked to leave the property due to his sex offender status.

Police said Black had entered the library 20 times over two years.

Black was arrested and taken to a Shreveport hospital after suffering from a medical condition.

According to NPD, the “unlawful presence of a sex offender” charge means the offender cannot enter or be on public library property or loiter within 1,000 feet. This is considered a felony. The offender can be fined up to $1,0
