During last week’s Cascadia telephone town hall, there were several questions about how Greeley plans to finance the new entertainment district, particularly around the use of Certificates of Participation, or COPs.

As a public finance investment banker with more than 30 years of experience, I have structured hundreds of deals throughout Northern Colorado on behalf of the state of Colorado, municipalities, counties, public universities, school districts and special districts. So let’s set the record straight.

COPs are not new, risky, or unusual. They are not a “developer giveaway.” And they certainly don’t deserve to be weaponized by those who misunderstand them — or worse, those who are deliberately spreading misinformation to stop progress and economic development in Greeley.
