MONTPELIER, Vt. (ABC22/FOX44) - Non-profit law firm Vermont Legal Aid on Thursday celebrated what they called "a significant victory for housing justice" as a Vermont citizen's panel ruled in their favor.
The firm said the Vermont Human Services Board (VHSB) had issued a decision that hinged on the interpretation of an 80-day limit in the 2026 state budget signed into law in May.
Vermont Legal Aid was representing one woman, H.D., who requires dialysis and uses a wheelchair. She received emergency housing assistance from April to June 2025 and was then told that she could no longer be housed as she had reached the 80-day limit. However, VHSB ruled that days from the previous fiscal year, which ended June 30, could not be counted against the current year's limit.
