KINSTON, N.C. (WITN) - Residents are reacting after the Kinston Police Department released a report on Friday justifying its use of force on 18-year-old Cameron Williams after a video of his arrest went viral in July.
In the video , Officer Andrew Beck, who is only referred to by his last name in the report, can be seen punching the individual he’s on top of twice.
After a few minutes, the video shows Williams begin to shake.
An internal investigation was conducted by Chief Keith Goyette, KPD’s Internal Affairs Division, and was submitted for external expert review.
It reads, “Punches, in themselves, do not automatically equate to excessive force or force that is against policy and procedure. The State of North Carolina allows these types of strikes and it is taught in Basic Law Enfo
