SACRAMENTO, Calif. —

California's Democratic state leaders plan to release new, proposed Congressional maps next week in an attempt to counter Texas Republicans who are pushing to redistrict at the request of President Donald Trump.

Gov. Gavin Newsom and Democratic lawmakers are in the process of organizing a special election to ask California voters permission for state politicians to temporarily draw the maps for the first time in two decades. Voters took the power away from them in a pair of propositions in 2008 and 2010 that established the state's independent, citizen-led redistricting commission.
