Change of command at U.S. National Center of Expertise sees both units with new leaders

MARTINSBURG – After four years of leading the Coast Guard’s National Center of Expertise in Martinsburg, Cdr. Lynn Buchanan is moving up to a new position.

A ceremony, celebrating her promotion and welcoming the NCOE’s new leader, was held last Friday morning.
