KINGSTON – An audit of the ulster County contract with Ulster County Community Action raised a number of concerns.

The audit covered two $150,000 contracts; one for 2023 and one for 2024, both to provide food and personal items to county residents located in emergency housing motel placements.

The audit by Comptroller March Gallagher’s Office, was requested by the county legislature’s Republican minority caucus.

The audit found the agency’s billing practices for payroll violated contract provisions as they were billing in one lump sum and not on actual payroll costs incurred.

They were also years behind in their external audits and tax filings.

A new contract to fund heating upgrades for low-income people is coming before the county legislature next week, Gallagher noted.
