It happened near Downtown at 8:15 p.m., in the 600 block of West Fifth Street, just off Sixth and Linn streets in Queensgate.
The victim, a woman who is 30 to 40 years old, was transported to the University of Cincinnati Medical Center with a non-life-threatening gunshot wound, according to Captain Stephen Bower.
Initial emergency communication reports indicate a man fled in a black vehicle, but he said this does not appear to be a drive-by shooting.
Further details, including what may have led up to it and if the woman was living in the encampment, were not immediately available early Thursday.
