On Thursday, the City Council voted to rezone parts of Midtown South, clearing the way for thousands of new apartments in the heart of what’s long been a bustling business community.

“Until the City Council’s action today, it has been impossible to build housing in some of the most central neighborhoods in all of New York,” Planning Commissioner Dan Garo
