Windsor harbourmaster says money, action needed to combat illegal border crossings

Windsor’s harbourmaster says he’s not surprised to hear about two recent illegal border crossings that saw one man attempt to enter Canada by kayak and another illegally enter the U.S. on a stolen Sea-Doo.
