City councilors on Wednesday will discuss and possibly vote on a proposed ordinance amendment that could effectively make it illegal for people to be on roadway medians where the speed limit is more than 25 mph.
City ordinances currently permit individuals to panhandle or solicit from roadways and medians as long as they don’t step into the roadway and follow the regulations set out by the city.
Those include a minimum age requirement of 16 and a requirement that the person wear fluorescent safety apparel. Solicitations are only allowed from one-half hour before sunrise and to one-half hour after sunset.
