ALBANY, N.Y. (NEWS10)---The New York State Board of Parole published new regulations for public comment relating to inmates who are serving life sentences for crimes they committed when they were minors.
The regulations being considered would allow the Parole Board to look at certain factors to help determine a parole decision.

Those factors include, but are not limited to:
-The development of the youth’s brain function
-The impact of being in a negative environment
-Vulnerability to negative pressure from family and peers
As well as positive steps they have made while in prison including:
-Maturity in judgement, remorse, and participation in rehabilitation services.
