Monroe County District Attorney General Stephen Hatchett said he plans to present a criminal case to a grand jury after the death of a 74-year-old Tellico Plains man held over nine hours in a restraint chair by Monroe County Sheriff's Office personnel.

This decision follows the release of a revised autopsy report from the February death of Lester Isbill, our NBC Affiliate in Knoxville, WBIR, reports. In the new report, his death was amended to "homicide."

The retired preacher was in the custody of the sheriff's office as he lost consciousness and stopped breathing while confined for hours in a chair.

The amended forensic report obtained by WBIR states Isbill was a heart patient in declining health who succumbed due to circumstances that included dehydration and constant restraint.
