COSBY, Tenn. — For almost a year, since flooding from Hurricane Helene devastated parts of East Tennessee and Western North Carolina, a Cocke County family has been left without a home.

Stephanie Webb was in the family's old home as flood waters rose outside. She said the house had been passed down in her family for generations. Webb said flooding wasn't uncommon, but it had never gotten that high before.

"I was sitting on the porch, and by this time it had made it to about the second step of our front porch," she said. "My dad said, 'Well, quit watching it. You know it's not going to flood. You're just nervous."

Webb said that about 10 minutes later, she heard sirens.

It was an emergency vehicle blocking off the road. She said when she opened her door, water started coming in.
