LUBBOCK, Texas -- Recent federal legislation has changed funding and grant processes for programs under the umbrella of the South Plains Community Action Association (SPCAA). Some of those programs were childcare services, WIC clinics, Spartan Transportation and Workforce Solutions.
Samantha Mendoza with the SPCAA explained how the budget process worked.
"The very first step in that budget process starts with the congressional budget," Mendoza said. "So, once the budget's approved, it gets disseminated to, you know, Department of Transportation, Health and Human Services, gets filtered down to the states, and then eventually it makes its way down to SPCAA."
However, Mendoza explained that 2025 was a different year for the association.
