The Albanese government wants to charge journalists and others to access federal government documents, in a move it says will improve efficiency within the public service and protect against vexatious requests.
Attorney-General Michelle Rowland will on Wednesday introduce changes to the Freedom of Information Act, aimed at reducing strain on the system, introduced by "vexatious and frivolous requests".
The government says the legislation will implement a ban on anonymous requests, strengthen application requirements, clarify existing exemptions (such as cabinet confidentiality), make the test for deliberative documents clearer in the law and establish clear processes for outgoing ministers.
