OWENSBORO, Ky. (WEHT) -- The Owensboro City Commision gave approval to new rules designed to address overgrown lots and stalled construction projects on September 2.

If the updated rule passes, homeowners will be required to mow their lots at least three times a season. The ordinance also states the city may issue fines for residential construction projects stalled for more than 120 days and for commercial project for more than 180 days.

"It would make it a violation of the property maintenance code if you had an incomplete construction project where you had not been making consistent sustained effort to complete the project," says City Attorney Mike Pfeifer.

A second reading and final vote is scheduled for September 16.
