CLEVELAND, Ohio — Ohio Attorney General Dave Yost has sided with Cuyahoga County Prosecutor Michael O’Malley in a yearslong battle over who holds the county’s top legal authority, issuing an opinion that undercuts decades of agreements to split duties with the county law director.

In a written opinion released Friday , Yost said that while both the prosecutor and the law director have general obligations to advise county leaders, state law vests the bulk of the county’s legal duties solely with the prosecutor.
