MEMPHIS, Tenn. - After an unprecedented hearing on Thursday morning, regulators unanimously voted to place the Holly Springs Utility Department in a receivership as they work to fix "decades of neglect." "The end is in sight," explained Chairman Chris Brown of the Mississippi Public Service Commission. Chairman Brown confirmed a chancery court judge will have the ultimate say in what happens to the department, including the possibility of it being sold. Growing debt “I wouldn’t want to take it over," said Karen Lilly, HSUD customer. "Who wants to take it over? They are millions and millions of dollars in debt.” Auditors say they discovered transformers between 60 and 70 years old. They believe the city needs $10 million for vegetation management, alone.
