On September 2, the U.S. military struck a boat in the Caribbean Sea with a missile, killing all 11 on board. The Trump administration claims the boat came from Venezuela, that it was carrying illegal drugs, and that the crew were members of the notorious Tren de Aragua gang.

President Donald Trump had previously said that that gang was operating under the control of Venezuelan President Nicolás Maduro . Caracas denied the allegation, but it is widely believed that the Cartel de los Soles—the Cartel of the Suns—drug organization is led by the Venezuelan armed forces and controls or at least supports Tren de Aragua. The U.S. Treasury in July named the cartel as a "Specially Designated Global Terrorist."
