BJP MDC from Tura Bernard N Marak has attributed the failure of the Garo Accord to the late Chief Minister PA Sangma’s absence from the signing ceremony in Delhi on September 24, 2014. Marak claims that PA Sangma’s absence was a significant factor in the accord’s lack of progress.

According to him, PA Sangma expressed reservations about the accord, citing concerns that empowering the Autonomous District Councils (ADCs) would create conflicts with the state’s authority over developmental funds.

Marak alleges that PA Sangma suggested that the ADCs were not capable of handling large funds and that direct funding would lead to misuse without accountability and transparency.
