COLUMBIA, S.C. —
In two weeks, South Carolina lawmakers will be in Columbia to discuss a bill that looks to change the state's abortion laws.
S. 323, titled the 'Unborn Child Protection Act ,' says pregnancy starts at conception and a human embryo begins at fertilization, and it makes abortion illegal from conception and fertilization. The bill also does not have exceptions for cases of rape or incest.
"We don't have an exemption for that in this bill. You know, the children that are not that are on the way, that are they're not born yet, but they are they are living beings. They need to be protected. And that's what this bill does," says bill co-sponsor Sen. Rex Rice, R-Pickens.
