Glendale has one of the Valley’s longest serving city managers and is the fifth largest city in the Valley.

So it is not too surprising that an analysis of fiscal year 2024-25 municipal salary data shows Glendale City Manager Kevin Phelps is the second highest paid city manager in metro Phoenix and the highest paid government employee in the Valley outside of the city of Phoenix at $376,044 annually.

Phoenix City Manager Jeffrey Barton leads all Valley government salaries at more than $431,000 annually. But he is second highest on the city’s books behind Executive Assistant Fire Chief Scott Walker at $439,146. Four Phoenix Police lieutenants are next, making between $393,514 and $423,642.

Phelps is seventh overall with $376,044. His peers include Scottsdale’s Gregory Caton at about $372
