WASHINGTON — Sen. Chris Van Hollen will address crowds Friday at the “We Are America” rally on the National Mall, where he is expected to promote new legislation aimed at safeguarding First Amendment rights.

Van Hollen, a Maryland Democrat, is a co-sponsor of the No Political Enemies Act, or NOPE Act. The bill seeks to shield individuals and organizations — including media outlets — from politically motivated harassment or prosecution by the federal government. It would also reaffirm free speech protections, prohibit the president from using government power against critics and give those targeted legal tools to defend themselves in court.
